Hiring of an Engineering/ Consulting Firm for Accessibility Audit, Design, and Oversight of the Construction Work and Training of School Management Committees
  1. Background

Mojaz Foundation intends to hire a qualified and experienced engineering/consulting firm to support the implementation of accessibility improvements in the selected 58 schools. The assignment aims to assess existing infrastructure, develop inclusive and accessible designs, oversee construction works, and strengthen the capacity of School Management Committees (SMCs) for operation and maintenance of upgraded facilities.

  1. Objective of the Assignment

The objective of this assignment is to ensure that selected schools are safe, inclusive, and accessible, particularly for children with disabilities, through systematic field assessments, quality design development, effective construction monitoring, and capacity building of school stakeholders.

  1. Scope of Work

The selected engineering/ consulting firm will be responsible for the following tasks:

  1. Accessibility Audit through Field Assessments
    • Conduct on-site accessibility audits to revalidate already conducted accessibility audit of selected schools using approved accessibility standards.
    • Identify physical barriers related to access, mobility, sanitation, and safety.
  2. Development of Designs and Bills of Quantities (BoQs)
    • Prepare detailed engineering designs, drawings, and specifications for accessibility improvements.
    • Develop item-wise and costed Bills of Quantities (BoQs) for each school.
    • Ensure designs comply with inclusive design principles.
  3. Site Visits and Construction Monitoring
    • Conduct regular site visits during construction to monitor progress and quality being carried out by SMCs.
    • Ensure works are executed as per approved designs, BoQs, and safety standards.
    • Provide written site visit reports highlighting progress, issues, and corrective actions.
  4. Operation & Maintenance (O&M) Trainings
    • Develop simple O&M guidelines for designed and developed accessibility features.
    • Conduct orientation and training sessions for School Management Committees (SMCs) on maintenance and safe use of facilities.
  1. Deliverables
  • Designs, drawings, and BoQs for 58 schools within 5 days of signing of contract
  • Site monitoring and progress reports as per agreed schedule on payment milestones for SMCs
  • O&M training materials and completion report
  1. Duration of Assignment

The assignment is expected to be completed within two months (Jan-Feb 2026) from the date of contract signing.

  1. Payment Schedule

Payments will be delivered on a milestone basis, subject to satisfactory completion and approval of deliverables, as follows:

  • Completion/ revalidation of accessibility audits and approval of designs and BoQs by 7 Jan 2026
  • Completion of construction monitoring and submission of infrastructure completion report – 28 Feb 2026
  1. Qualification and Experience of the Firm
  • Registered engineering/ consulting firm with at least 4 years of relevant experience
  • Proven experience in school infrastructure, accessibility, or public buildings
  • Proven experience of working on infrastructure projects managed by the communities
  • Availability of qualified civil/structural engineers and site supervision staff
  1. Reporting and Coordination

The firm will report to the Director Program Implementation and seek guidance from the technical lead at MF HO while working closely with the project team and relevant stakeholders.

  1. Pricing and submission of proposal

Interested engineering/ consulting firms registered with relevant authorities shall submit their profile, proof of previous work, and list of technical staff along with quotations based on per school as a lump sum cost for 58 schools (all inclusive, including technical staff cost, taxes, and transport costs) by or before 12 noon on 29 Dec 2025 on email ID: procurement.ilmpact@mojazfoundation.org.
